I am looking for some free good web templates and free site tools like counters etc.
Also please tell me a good content management script.

The best CMS out there is Joomla, IMO: http://www.joomla.org
In re: templates, Geocities' PageMaker has fine templates for most purposes.
I prefer sitemeter for a counter, although I think counters are stupid.
